Our Community, Our Future : Mayor’s Message

As we move through the wet season, I want to acknowledge the strength and resilience of our communities across the West Daly region. While this time of year can bring challenges, it has been encouraging to see the way people have come together to support one another.

Recently, our Palumpa community experienced significant flooding, and I would like to sincerely thank Council teams and emergency services for their efforts in supporting the safe evacuation of residents and assisting with recovery. Their professionalism and care reflect the strong spirit of cooperation across our region. Having served as an elected official for many years, my focus has always been on seeing meaningful and lasting change across the region.

As Mayor, my role is to support better outcomes for our communities of Wadeye, Peppimenarti, and Palumpa, ensuring that their needs are represented and addressed. Looking ahead, key priorities for our region include improving roads and access to homelands, which are essential for connectivity, safety, and supporting everyday life in our communities. Council continues to engage closely with community members, including Local Authority representatives, to ensure that voices are heard and reflected in decision-making. We are also committed to supporting local employment and economic opportunities by employing local people and advocating for more regional jobs through initiatives such as the RJED Program.

I encourage everyone to continue looking forward with confidence, be yourself, and if you see an opportunity, go for it. Together, we can continue building a strong and connected future for our communities.

Strengthening Regional Collaboration at LGANT Symposium

Mayor Terry Sams, alongside the Chief Executive Officer and senior staff of West Daly Regional Council, recently attended the LGANT Symposium, hosted by the Local Government Association of the Northern Territory. The symposium brought together key leaders from across the Northern Territory, including representatives from the Northern Territory Government, providing an opportunity to engage in meaningful discussions on issues shaping the local government sector. During the event, the West Daly delegation connected with fellow local government leaders, including LGANT President Peter Pangquee and CEO Mary Watson, as well as Mayor Tony Jack and Mayor Brian Pedwell. The symposium focused on key priorities such as regional development, service delivery, and collaborative approaches to addressing shared challenges. For West Daly Regional Council, participation in events like this supports ongoing efforts to build strong partnerships and stay informed on sector-wide developments. By working closely with other councils and government stakeholders, Council continues to contribute to a coordinated and forward-looking approach to regional growth, helping deliver sustainable outcomes for communities across the West Daly region.

West Daly Regional Council continues to grow and strengthen its workforce with new team members who bring fresh energy, skills, and perspectives across Council. We are pleased to introduce our latest additions (from left to right): Vaibhavi Nagare has joined us as Communications & Engagement Officer. Vaibhavi has already made a strong impact, driving improvements and new initiatives in this space. Jareth Inglis has commenced as Trainee Customer Relationship Officer through our ongoing partnership with GTNT Group. We look forward to supporting Jareth throughout his traineeship journey. Glenda Wilson recently moved from Peppimenarti and has relocated to Darwin to take on the role of Customer Relationship Officer. She is developing her skills with the intention of returning to and from community to support and strengthen local service delivery in the future. Anita Vereertbrugghen has stepped into the role of People & Culture Generalist, taking on the challenge of guiding and strengthening our workforce culture as we continue to grow. At West Daly, we value diversity and believe our differences are one of our greatest strengths, where people from all backgrounds are welcomed to contribute to our shared purpose.

West Daly Regional Council proudly celebrated Harmony Day, embracing the rich cultural diversity that makes our workplace and communities so unique. Staff came together to share traditional foods, stories, and experiences, creating a vibrant and inclusive atmosphere across Council. The day highlighted the importance of respect, understanding, and unity, values that guide how we work and connect with one another. Our workplace reflects the diversity of the communities we serve, bringing together people from a range of cultural backgrounds and perspectives. Council is committed to fostering an inclusive environment where everyone feels supported and valued, with opportunities to share ideas and learn from one another. These shared experiences strengthen collaboration within our teams and help us better understand and support our communities.

West Daly Regional Council was pleased to host Dr Middleton and nursing representatives from the Menzies School of Health Research during a recent Ordinary Council Meeting. The team delivered an informative presentation on the ORVAC Study, providing valuable insights into ongoing health initiatives aimed at improving outcomes for communities across the Northern Territory. With Elected Members and representatives from the Northern Territory Government in attendance, the session created an opportunity for meaningful discussion around community wellbeing. The presentation also helped raise awareness about the importance of early childhood vaccinations and the role they play in supporting long-term health outcomes. Council acknowledges the importance of partnerships such as these in strengthening community knowledge and contributing to healthier futures across the West Daly region.

West Daly Regional Council has recently added a new Prime Mover trailer truck to its fleet, further strengthening the Council’s operational capacity across the region.

The addition of this heavy vehicle will support the delivery of essential services, including the transport of equipment, materials and infrastructure required for works across communities. Given the vast distances within the region, reliable fleet assets play a vital role in ensuring projects and services can be delivered efficiently. This addition will support more efficient delivery of services and infrastructure works across communities in the West Daly region.

Keeping Palumpa Safe, Together

West Daly Regional Council extends its sincere thanks to the dedicated teams from Northern Territory Emergency Service for their incredible efforts in supporting the safe evacuation of community members from Palumpa during the recent flooding. Over the weekend, Council Service Professionals Tim Hema and Saad Afridi were present on the ground, working closely with emergency services to coordinate the evacuation of 156 residents from Palumpa. Their commitment and coordination helped ensure the safety and wellbeing of community members during a challenging time. Council also acknowledges the strong collaboration between Council teams and Northern Territory Government emergency services in responding quickly and effectively to support the community. The professionalism and dedication shown by everyone involved is deeply appreciated, and we look forward to welcoming residents safely back home once conditions improve. Community Library Opens

The Wadeye community recently came together to celebrate the Grand Opening of the new Library, marking an important milestone in improving access to learning and community resources.

The opening ceremony was attended by representatives from the Northern Territory Government, along with grant funding representatives Anna and Jessica from Library & Archives NT, Department of People, Sport and Culture, Council representatives, and members of the local community. The event highlighted the significance of the new facility and the strong collaboration behind its delivery. The library will provide a welcoming and inclusive space for residents of all ages to access books, learning resources and community programs, supporting education, literacy and lifelong learning within the community. The day was also a celebration for the whole community, with a BBQ and activities including a water trampoline for children, bringing everyone together to enjoy the occasion. West Daly Regional Council acknowledges the support of funding partners and all stakeholders who contributed to making this important project a reality for Wadeye.

Community Safety Patrol Growing Stronger

Community Safety Patrol have been progressing

Community Safety Patrol day shifts have been progressing well since recommencing in November last year, with multiple patrols successfully completed. The team continues to provide support and maintain a visible presence in the community during daytime hours, responding to various

situations with professionalism and care. Our dedicated women-led day team has been serving the community where needed, and we are pleased to share that an additional team member joined in early February, bringing the day shift team to three. The team operates Monday to Friday from

9:00am to 4:00pm. Council is also in the process of onboarding another female staff member for the day shift and continues recruitment efforts to strengthen the current night shift team.

Perdjert Street Upgrade Strengthens Community Access

Perdjert Street Airport Access Road

The upgrade of the Perdjert Street Airport Access Road is almost complete, marking an important infrastructure improvement for the community. Delivered through funding from the Road to Recovery Program and the Local Roads and Community Infrastructure (LRCI) Program, the project involved upgrading approximately 550 metres of unsealed dirt road to a sealed standard. Line marking and final finishing works are now underway. The new sealed road improves accessibility for community members, service vehicles and visitors travelling to and from the airport. It also enhances safety, particularly during the wet season, and reduces the ongoing maintenance costs previously associated with sections of road impacted by heavy rainfall.

West Daly First to Complete Mandatory Training in 3 Months

West Daly Regional Council is proud to announce that all Elected Members have successfully completed their mandatory training under Section 45 of the Local Government Act 2019. The training, delivered by the Department of Local Government, Housing and Community Development, was completed within just three months, well ahead of the required 12-month timeframe. West Daly Regional Council is the first Regional Council to complete this mandatory training, demonstrating a strong commitment to good governance, accountability and effective leadership. The training supports Elected Members to confidently understand their roles, responsibilities and decision-making obligations. This milestone reflects Council’s focus on building strong foundations and ensuring leadership is well equipped to support communities, guide strategic direction and deliver positive outcomes across the West Daly region.

Working Together for Healthy Animals and Communities

Strengthening Animal Welfare Across West Daly

Council continues its animal management program through its partnership with AMRRIC, delivering veterinary services and community engagement to support the health, wellbeing and safety of animals and communities.

From 1–5 December, AMRRIC veterinarians visited Wadeye to complete a census and undertake door-to-door non-surgical services. This work builds on ongoing animal management efforts delivered across the region. Dogs and other companion animals play an important role in community life, and these programs help address issues such as overpopulation, disease and animal welfare.

Council staff worked alongside AMRRIC veterinary teams during clinics, supporting community engagement and gaining valuable experience in animal welfare and management.

To manage seasonal challenges, future programs will be scheduled between May and September, with fly-in and fly-out services used where required. Information gathered through recent activities will directly inform planning for a coordinated 2026 animal management program across the entire region.

‘No More’ Violence March

Standing together to say No More

Community members came together on 11 December 2025 to take part in the No More Violence March, standing united against domestic and family violence and sending a strong message of safety, respect and support.

The march served as a powerful reminder that everyone deserves to feel safe and valued in their home and community. By taking to the streets together, participants showed their commitment to saying ‘No More’ to violence and supporting those affected.

The event also highlighted the importance of education and awareness in creating positive change. Through shared voices and collective action, the marchers stood strong in saying violence has no place in our communities.
